About this bit with breaking up halo...
Maybe the Flood can survive in a vacuum, but people can't. The halo contains it's atmosphere by rotating to create an artificial gravity, and also by using very high walls along it's sides, which would have to be at least 4 to 5 miles high to provide blue skies, clouds, and precipitation overhead. So, if you broke the halo into pieces, all that wonderful atmosphere would quickly spill out into space and anything not nailed down would drift off the surface into the vacuum, humans, covenant, flood, ships, vehicles, etc. So there would be no food left for the flood, which I assume means they'd die of starvation even if they survived the vacuum, absolute zero, and radiation of deep space. As far as Cortana's state of rampancy, well that remains to be seen.
