I actually did feel that way. The story in Halo 2 shot for the stars, and got pretty far. Not all the way, but they introduced a ton of interesting characters, developed a remarkable character arc for the Arbiter and fleshed out the Halo universe to a tremendous degree (at least, compared to the first and third games). Aside from being cut off too soon, it's a remarkable accomplishement, especially in a shooter where stories that ambitious are not common. Halo 3 feels deliberately stripped-down - and STILL fails to be compelling. I'd rather have an ambitious story that cut off too soon than a simple story that still manages to be confusing and incomplete. (The Halo 3 story is my single biggest issue with the game, but then, I LOVED the Halo 2 story, so that was bound to happen.)
