Well, there really isn't anything to indicate that he's omniscient or omnipotent or omni-anything, really. He had to travel on In Amber Clad to get from 05 to High Charity, then on High Charity to get to the ark. But it's obvious that he has some awareness through most or all flood, because of the GM moments in the flood ship on floodgate. It's an interesting intellectual question, and I don't think asking it is doing anything terrible.
