Again, it's dangerous to impose story consequences on gameplay decisions. The real reason HC had no pureforms was likely that Bungie hadn't thought of them yet. However I would still say it's consistent that there were enough Covenant host bodies to infect that made it unnecessary. Also, until the Gravemind reaches HC, he'd have to send those pureforms in on Pelicans from the IAC. More efficient to send infected humans and carrier forms and let them infect HC. Once there, presumably, he made pureforms to send in the Covenant cruiser that followed Truth to Earth. Perhaps there were not enough remaining infected bodies.
