It has evolved!" Yeah, and it's certainly not possible that the Elites missed any ships. I mean, geez, even CORTANA missed stuff after the first Halo was destroyed. (Remember "dust and echoes"? Yeah, well, dust, echoes, and Johnson, and a few marines. and a functional ship. Oops.) Go back and read the Vang books (which is what the Flood were based on). A single military form waited, in hibernation, for a half-billion years to be stumbled across by a miner, accidentally. From that meeting, it destroyed worlds. To suggest that a single conversation by two not-particularly-high-ranking elites in the heat of battle is proof that all Flood on Installation 05 were destroyed is pretty naive.
