So apparently it's : something the Flood can only do when they reach a critical mass, but are : only willing to do so when the long-term gains (core preservation) outrank : the short-term sacrifices. Ohhhh...ok. Didn't put 2 and 2 together, I do know that bit.
On floodgate, I think that was more a question of sending a crack squad of troops to secure a critical area, and certainly not desperate preservation. The presence of troops there didn't endanger his passage to the ark-the UNSC had nothing that could stop High Charity from getting through.
