Perhaps 'acutely jarring' is a better term. I'm not sure "most of the work" goes into the Campaign - but the thing is, there are lots of people who see video games as a nice diversion, something you can jump into for a few minutes when you get home from work, or after dinner or something. Not everyone's got hours to put into playing through a campaign level at a sitting. (Yeah, I know you don't have to, but it's hard to keep track of the storyline if you play 15 minutes a day or whatever.) Anyway, it's a wide world out there, and it's full of lots of different people. They don't all think like you (or me). :)
