That's because they painted themselves into a corner. Look at that 1Up article-- the artifact at Voi was supposed to be the Ark. Probably at some point it was planned that it'd be a deep interior structure, you'd have to chase Truth down into it, and Gravemind would also be heading there, because the controls for the Halo would be there. Then those Ark levels got cut from Halo 2 and became the third game. The Ark got moved outside the galaxy, the Voi artifact became a portal instead of the Ark itself, so the Earth levels seem much less important than they were. Actually given the reception of the Earth levels in both games, perhaps it was a mistake to ever bring the story there. Although it does provide the necessary context for Hood's final words, which I think is a good idea.
