Forerunners weren't obsessed with Earth. They didn't know about earth until the last minute. They may have known of its existence for some time before they decided to index us. But we would only have been yet another planet of hunter-gatherers. Our major claim to fame with the Forerunners may have been that we had 106 different words for a pointy stick ;-) They discovered that we were important just prior to the Array activation. It was probably the Librarian who made this discovery as part of his indexing efforts. Given the prevailing situation, that earth was far from Forerunner influence and difficult to protect - I think that the Forerunners would have been reluctant to call attention to Earth. Doubly so once they put a direct portal to the Ark there. This makes me wonder if it was the Librarian who was being tracked by the Prophets. Even his mission would be low key. He was operating 'alone' outside of the Maginot Sphere. I think that his best hope of saftey was to avoid Flood contested or occupied worlds and to concentrate on lesser targets. These would be low tech worlds without space travel. The Flood would have little interest in them until the Flood had taken all the space faring races. It wouldn't be in his interests to leave a breadcrumb trail behind him so its hard to see what the Prophets would track. But he moved around more than the earth did :-) Its more likely that their paths would cross. How would they even come across him? Does indexing require artifacts that could be traced? Did he visit Covenant worlds? Did they find refernces to a Librarian, one who indexed worlds? How would they view such a person? As a saviour or as a judge? What was your picture of how Regret found earth prior to Halo 3? Did it change once you realized that Earth was almost unknown to the Forerunners? : Except that those flood were already loose.
