Not quite. Looking at him in the context of Halo 3, most of what we see in Halo 3 is his public face, with plenty of fun religious zealousness. Its the moment when he's about to fire the Halos that we see a glimpse of the real Truth, an echo of the sinister one we saw in Halo 2. I don't think Halo 3 changes his character, it just shows that while he is sinister, his motivations are religious, not secular, like a lot of people suspected. : As Luis said the idea of other Flood being out their, especially on the Halo
