In H2 every level was riddled with plot, whereas in H3 only a few : levels tell the story while most are just, well, levels. Let's take off the rose colored glasses now. Outskirts and Metropolis don't advance much. You land on Earth in order to find Regret, but instead he escapes and you're leaving Earth just as you arrived. Why bother to land at all? If you'd waited a couple of hours, he'd have just left! Your mission objective is supposed to be to interrogate Mercy to find out why he went to Earth, and why he went to Delta. Cortana supposedly tells you why he went to Delta, but finds out nothing about the significance of Earth. Still, on the basis of that intel, Keyes orders you to kill Mercy, cutting you off from that information. If anything I think H2 just distributes its plot over the levels a bit better. H3's plot doesn't really start until Floodgate.
