Where's the evidence for that? That seems contraindicated by the Terminals, which suggests that the Flood sheds mass to form pureforms when in extremis-- in other words, when forced to in order to fight. However small a given mass is, it can break down in to smaller parts in order to fight. When biomass is available for infection and those combat forms are sufficient to the task, formation of pureforms is not necessary. The terminals mention that the formation of pureforms is actually a positive sign in combat against the Flood as it indicates a net decrease in mass when pureforms are defeated.
