He's not bumbling by any stretch of the imagination. He does everything perfectly, it just isn't good enough. I think his zealotry is meant to be interpreted as him believing his own lies. He didn't. It's been quite a while between H2 and H3, I believe. : Why were their seagulls on High Charity? I don't think that that's a very big plot point. ;) But on the whole, something you have to keep in mind is that Halo isn't over. There's still Halo Wars (admittedly, it comes before, but it presumably will supply backstory) and the Chronicles trilogy, and if they resoled absolutely everything, then those four upcoming games would seem forced and uninteresting.
