I think Halo 3's campaign is a step UP from : Halo 2's - it's more flexible, and it incorporates more of the storyline : in a mode that I can PARTICIPATE in, instead of making me watch 2 hours of : cutscenes. What I meant by step down was not that it was a worse or less enjoyable campaign, that's purely a matter of opinion, but that it was less ambitious and there was less plot content. I agree with you. Halo 3 is far more polished than Halo 2 was. The reason is because they set the bar too high for Halo 2, and it was, in a way incomplete. So the compromise is that Halo 3 is more polished than Halo 2, but, as you said, there is less plot exposition. The result is a product that is more appealing to the general public, whose interest is not primarily with the plot, but a disappointment to people like me who really love that part.
