I mean, Halsey certainly seems to have a ends-justifies-the-means philosophy and is capable of deception, so why not Cortana? I'm re-reading TFOR now, but my experience is similar to reprobate's, I was a long-time fan, and read the book before playing the first game. One of the things I remember from the book was that Cortana deliberately choose Halo coordinates even though she pretended they were random. (I may be misremembering.) Given that, some level of deception was already underway. Maybe it was my experience with Marathon, but I was certainly primed for an AI who was less than straightforward. (When I first saw Cortana's red eyes in the Control Room, I immediately thought, "Oh, here we go! Rampancy!) How many people needed to know about the forerunners? Did the Master Chief? Not really. I can see where it was a security measure having that information be need-to-know only.
