Quite honestly, if this so-called "Halo Bible" /really/ existed, if the universe was half as consistent as Bungie and Frankie keep telling us, retcons shouldn't be necessary. Games overwrite books is all fine and good (Meaning that Palace Hotel in Evolutions was a waste of ~30 pages times ~50,000 books, but I've always said that) until you realize that there really is no reason to do so. Bungie could have easily have written a game that took place within the constraints of the novel. Nylund busted his nads getting TFoR out, and his novels have been consistently good (Reaching levels of awesomeness never before seen with Cole and Halsey's Journal. As seen in Halsey's Journal, he's a master of Arc welding and joining old canon with the new, like Timothy Zahn is for the Star Wars EU.

So what's the shelf life of GoO, huh? When do we stop considering Contact Harvest to be canon? Four years? Six? The Fall of Reach was re-released months ago, with updated content and a promise to fix the typos present in the original printing (Of course, the effort that went into THAT was about the same level of effort dedicated to the Halo Encyclopedia, thank you very much 343i) so /forgive me/ for hoping that they were still treating it as part of the universe.
