Yeah, that part can be justified. Even in Reach, Halsey is surprised to hear that Elites were involved in Sorvad's work at the Visigrad Relay, and they make mention of Zealot-class Elites in particular. It could be that many encounters didn't use Elites either and their appearances on the battlefield were still rare.
