And there lies your confusion - you already got extended canon info outside the video games. Your point was that in playing the video games, you shouldn't have to read the journal to have your confusions answered. But you got confusion by external content anyway. So...
If you only played the games, you wouldn't be confused, yes? The journal would be a big bonus for more details, more consistent info about the universe.

add in other games, novels, comics, videos, and yeah, it'll get confusing/inconsistent.

If someone wasn't confused about the story by getting canon from beyond the video games, why would they feel the need to go to Halopedia/etc for answers? Rather, if someone's interested enough in the story, they won't feel the games are enough for them. They'll want more. Because they love Halo more than just video games.
That's when they'll get confused :P
