This isn't really comparable unless there was a situation in-game where it would have made sense to do this, but we were prohibited from doing so because it was not implemented as a gameplay feature. Uploading Cortana into anything doesn't really have gameplay value. Most of what Cortana does also takes place inside cutscenes (aside from opening the occasional door), which she can do either inside your suit or outside it. So the inability to "upload" Cortana arbitrarily doesn't prevent the player from making use of her capabilities. It prevents us from initiating them-- but that's because she is an independent element who displays her own initiative. The Master Chief's jetpack, I assume, is not sentient and does not make up its own mind about when to fire. They also have no utility when outside of the Chief's suit. As such, it is much more grievous omission to have a gameplay-appropriate capability (used as such in the Haloverse in Reach, the game that precedes them all in the continuity) arbitrarily inaccessible, although supposedly present, then having the special actions of a usually-invisible NPC inaccessible without her permission.
