Sometimes, not. This, to me, seems more like the latter than the : former. Like has been said, it makes absolute sense for his armor to have EVA thrusters. I do agree that Bungie was absolutely scarce on giving the chief's armor any sort of equipment. Leaving the prior "utility belt" comment alone, you would think his armor would have some basic EVA utilities. Why make a suit that is EVA ready and capable without giving a Spartan any way to potentially navigate said 0g environment? Also, this marks the territory where looking at the games vs the novels gets extremely hairy. Bungie wouldn't add something that is not directly needed by gameplay into the game. However, that doesn't mean that in the scope of the universe that someone wouldn't have had the bright idea to ADD some stuff that would just make sense in that suit of armor. Like EVA thrusters. And that doesn't take away from the Chief's badassness because space...is big. If he aims even slightly in the wrong direction, his trajectory would be way off and unable to be fixed by minor course corrections.
