Wow, that comment is a keeper...
However, it was also the status of things as of the end of Halo 1. There were many retcons over the past decade of Halo, and it seems the devs felt that some significant changes were necessary to the story when Halo 2 was released, perhaps in order to extend the franchise's life, or perhaps just to spice up the next game... perhaps the universe would be completely different had the very very early, initial plans for the universe panned out. Undoubtedly. Alas, the creative heads at that time decided to alter the story and throw in a bit more complexity, change things up... good thing, bad thing, who knows... YMMV. It happens :) I'd be surprised if any major franchise is exactly where it was intended and planned to be a decade after its first story production...
