If you want an answer from a story telling perspective that might make some sense, well, it could be possible that having been in a war of survival for 30 years, the economy has become completely dominated and even dependant by the military and it's requirements.

What it needed was some context. Something to actually make it seem like you're fighting 'insurrectionist' Covenant, rather than just the Covenant.
But this just doesn't seem to be a goal of the greater fiction. I'm not going to refer to a "Halo 1.0" and a "Halo 2.0" though. We don't know what any original intentions might have been. We shouldn't really forget that Frankie with Bungie prior to Halo 2's release and was Bungie's content manager for quite some time.
