Ahhh, I'm not quite following that last part. When the word spread that Kilo Five was on Sanghelios with the Arbiters permission and had desecrated a Forerunner 'temple', it caused a surge of support for 'Telcam. It would have been the turning point for the civil war, had the Infinity not intervened.
As for the former part, well, I don't really have too much of a problem with many Sangheili, especially the warriors, showing a certain measure of naivety, having spent millennia in the Covenant as soldiers rather than politicians.
While it is not a young civilisation, it hasn't particularly shared in humanities goal of continued self improvement and expansion. They found a niche in the Covenant and they became entrenched in that. Utterly dependant upon it.
