Their society was already old and : expansive before the Covenant was formed. Even with the reveal of the High : Prophets's betrayal, most Sangheili are still going to stay true to their : core beliefs. You don't just throw off millennia of religious hegemony and : invite once hated enemies onto sacred ground. Ahhh, I'm not quite following that last part. When the word spread that Kilo Five was on Sanghelios with the Arbiters permission and had desecrated a Forerunner 'temple', it caused a surge of support for 'Telcam. It would have been the turning point for the civil war, had the Infinity not intervened. 'Telcam himself is quite an interesting character in that his overwhelming passion is in the worship of the Forerunners as Gods. By which I mean that he seems to be prepared to accept anyone of any species if they embrace this reverence. He's genuinely happy when Phillips takes an interest in examining the inners of the 'temple', even if he is misled into the actual reason. Whether the fiction explores it or not, you can bet that at least some humans would heed that call and indeed decide to worship the Forerunners. As for the former part, well, I don't really have too much of a problem with many Sangheili, especially the warriors, showing a certain measure of naivety, having spent millennia in the Covenant as soldiers rather than politicians. Subterfuge and 'internal affairs' seems to be the domain of the Spec-Ops, as happened in Halo 2 where they were sent to silence a Sangheili 'heretic'. While it is not a young civilisation, it hasn't particularly shared in humanities goal of continued self improvement and expansion. They found a niche in the Covenant and they became entrenched in that. Utterly dependant upon it. That's why with no leadership, no Huragok, in cases no sense of purpose and little knowledge of how to be truly independent... Well, I suppose it's somewhat similar to our doomsday concept of the Millennium Bug or numerous EMP blasts that would destroy our computer networks. If civilisation as we knew it suddenly didn't exist any more. The Sangheili might not have it that bad right away, but it's going to get worse and worse unless they learn how to maintain Covenant technology themselves.
