I agree with... eh... whoever posted below lamenting the change of the Forerunner from the peaceful galatic caretakers to the highly invasive galatic overloards. At this point the Mantle seemes to have meant watch over everyone peacefully unless someone does something you don't like, then declare war on then, fight them for hundreds of years, use super weapons of mass destruction on them, devolve them, then force them unwillingly to be a part of your robotic army. And when that doesn't work nuke the entire galaxy and start the process... force recruiting them and all... all over again. At least according to the Didact. :/ The Librarian wasn't much better. She just implanted advanced genetic mind control into people from various races, including her own! Maybe the Forerunner Haloing themselves and choosing not to come back wasn't such a bad idea after all. If the 3rd Bear book concludes with that realization then I'll be satisified. As for wanting the Mantle. It seems you'd need quite the ego to want to be the galatic caretakers. Even the peaceful gentle kind. All the expense of keeping peace everywhere, or even fighting off a true galatic threat seems like too much for one race to bear. Despite all the Forerunner's problems their culture did seem suited to the Mantle though. They had a kinda lofty Star Treky "we work to benefit ourselves for the good of the galaxy" structure. Give the Elites or Brutes the Mantle and we get a giant warrior culture. The Prophets and we get endless politics and backstabbing. Jackals would turn the galaxy into Pirates of the Caribbean. And us Humans may be the worst people to have the Mantle. Of course that leaves Grunts, Hunters, and Drones. Of everyone they might do the best though I predict the Grunts going mad with power eventually.
