The Mantle of Responsibility shelters all, according to Forerunner symbols encrypted on a plaque located near the Site Cartographer on Requiem at the second mission of Halo 4. However, in a Halo 3 terminal, the Librarian describes the Mantle as a fairytale, possibly referring to Forerunner historical events. It seems that the Didact, emprisoned inside Requiem, doesn't wish to let go this 'fairytale'. The Mantle is the greatest possible responsibility a species can carry. The well-fare of everything that exists in the universe. I think that the Didact sees this Mantle as a way of government. The Didact wishes to control everything, which has led to several times firing the Rings. Like communism. The Librarian isnt a big fan of using the Rings. She prefers a different kind of governing. Like countries that allow free trading and what so ever. Its up to everyone who's interested to decide whether they want the Mantle or not.
