I would have preferred that 343i dare to introduce something genuinely new rather than playing it safe by recycling something familiar. H3 ended with Lord Hood, possibly the only high-ranking UNSC official left, and the Arbiter, formerly mankind's greatest single opponent and now de facto leader of the Sangheili, shaking hands. The Covenant is broken and we're supposed to be in ceasefire at the very least. The Covies in H4 are supposed to be fanatical remnants, but there's no mention of The Storm as an independent faction. They're just called "Covenant." Xenophobic rhetoric from Palmer in particular makes it sounds like "the only good alien is a dead alien" has become the driving philosophy of the UNSC. Judging by H4 alone, you'd be forgiving for thinking the war is still on.
