It may be his responsibility to solve these issues but the Chief doesn't strike me as the type of person who would care about galactic politics beyond who is a threat to the UNSC and who is not, nor about fostering a multicultural and pluralistic community. I don't see him choosing the unknown authority that gave him the Mantle over the UNSC's orders. If he did though, then I don't know what the Chief could do to sway the hearts of Humanity away from acts of xenophobia, sadism and imperialism against other sentient lifeforms. That seems like a problem a whole lot more complicated and difficult than blowing up a Halo Ring or killing a High Prophet, most likely beyond the Chief's abilities to fix. If it conflicts the UNSC's/ONI's interests, he'll likely be swept under the rug like Halsey was. : Is this 343's plan? I'm not sure what their plan is. Truthfully I've resigned from trying to figure that out. I don't think Humanity succeeding in striving for peace is one of them though. It's just not the gut instinct their fiction is giving me any more. The games will need enemies to shoot, and no one is prepared to let go of the Covenant and Elites as filling that role, so I don't see the story evolving in a way that leads anywhere near peace and multiculturalism.
