If they have character then it has not been expressed. They could be very confused and depressed cave men but we can't see it. If 343 tried to use the combat dialogue system to express that then they would sound like head crab zombies. As an aside Frankie has said how much he loved the funny moments that came about due to the combat dialogue system, especially when comments were very appropriate. Did the 343 Gus know how to leverage it? From a technical sense? Or did they just not think? They were a bit of a grind but weren't proposed as the Covenant's successors. Some people have asked for new Promethean classes to flesh out the Prometheans but I doubt that that will make them interesting. More dumb units are just more dumb units.
