Apparently earth has taken in Covenant refugees. The multiple species of crims seem to be getting along just fine on Venezia. So I don't think that there are only two options: totalitarianism or annihilation. I wonder what Halsey's opinion would be? She may regret past actions but if she truly believed that what she did was necessary then why would she change her opinion? Would her emotions trump her intellect?
