Everyone keeps screaming about how great more power will be, yet many games ten years ago has complex AI that work just as well on a gameplay level as they do today, and absurdly simple AI structures have been used in extremely effective ways forever. It's not a problem with a clear answer. AI design is all about getting artificial stupidity to flow nicely, and that's an issue that varies massively by game and is insanely intertwined with game physics and aesthetics. : the way battery size is now for mobile hardware. Eh, it's a factor, but I wouldn't call it "the" limiting factor. Transistor processes determine how much horsepower you can stick into how small a package that uses how little power.
