Take enough damage in the tires and : it gets harder to steer, or take enough damage in the turret and suddenly : all you have is a slightly more armored mongoose. I can't remember which game it was mentioned for, might have been Halo 3 or Reach, but at one point in time they were planning exactly this. At least the steering stuff. I guess it got too difficult to design a range of different handling mechanics depending on damage level, and as a player to adapt to that dynamically in-game was probably frustrating. It's interesting to note that the Ghost's Plasma Cannon accuracy in Reach reduces with how much damage the vehicle has taken - which I can tell you is a little frustrating since it reduces your effective range a lot.
