Covie vehicles in Halo 1's campaign don't regenerate health. Reach vehicles do. Up to thresholds, like with the player health, anyway; the thresholds are denoted by the visible damage levels. One of the reasons it's so difficult to kill a banshee when you can't get your team to coordinate fire is that, if you don't drop the banshee beneath a health threshold, it can just hide and get its health back. This is one reason that banshee pilots occasionally head to the empty side of Boneyard for a breather.
