In order for people to drive smarter with : the vehicles, they need to be able to lose them to the other team and get : their asses handed to them much easier. Stupidity isn't rewarded and punishing them in the extreme for every mistake IS NOT going to make them learn more quickly or better - it's going to make them quit. They lose their warthog, other team now has two infinite ammo, extra armour, faster movement, power weapons in their posession - why bother playing! Game is already decided since they have twice the vehicular firepower and you have none at all! Here's a quick analogy: what if, when you lost a power weapon and the other team picked it up, it suddenly had full ammo again as if you'd never used? Or if they had infinite ammo? That'd be ridiculous and overpowered. Now, you could make vehicles have limited ammo, but that'd be frustrating in campaign and in multiplayer that limit might either be inconsequential, or people would be regularly running out of ammo for it. In the latter case, you'd need to have those vehicles off the battlefield and replaced at some point in the game - getting them blown up is a solution to that. Moreover, getting exploded is less frustrating that it simply becoming battering ram.
