: The story scans as if the Arbiter resents imposed ideas but why would the : Elites regard the Forerunners as Gods if they didn't believe that the : Forerunners had transcended? The Great Journey has always been a flimsy premise, but it comes with a lot of "proof" in the shape of vital, useful technology and the obvious Forerunner legacy of mystery. Elites had previously avoided any attempts to reverse engineer it - the Prophets had by some reckoning, committed a kind of heresy by doing so. So you have a split in thinking at a high level of society, illustrated here by the Arbiter - should we accept the "Great Journey" and either believe in it because of prophet evidence, or go along with it because of the obvious benefits? The Arbiter chose neither path and went instead with his doubts and instincts. As we know, the majority of his society had already gone along with the Prophet plan. This is quite late into the Covenant as a society, with most of the client species either absorbed or in the process of absorption. Which shows that doubts persisted for a long time. Those doubts come to a head in Halo 2, many, many years later.
