: The story scans as if the Arbiter resents imposed ideas but why would the : Elites regard the Forerunners as Gods if they didn't believe that the : Forerunners had transcended? Could be several things. That there is a Great Journey could be taken that at one point the Forerunners were normal beings that became Gods, and some might protest that they were ever anything but Gods. Some might not believe in the idea of ever putting themselves on par with the Forerunners (imagine if the idea was applied to some of our own religions where you didn't just 'transcend' but actually become a god yourself) And while this does not seem to apply to Fel, I'm sure some might not plain out believe the Forerunners are gods at all.
