He is also an Arbiter. As of the events in Halo 1-3, an Arbiter lost his name and status when he was made. (Or was that just Thel...) This short is near the beginning of the Covenant, so perhaps the role of Arbiter is different from how we know it at the end of the war. Maybe an Arbiter is an exception to the rule of swordsmen having wives.
