This short is near : the beginning of the Covenant, so perhaps the role of Arbiter is different : from how we know it at the end of the war. Maybe an Arbiter is an : exception to the rule of swordsmen having wives. The role is very different. As stated in the short, at this point the Arbiter is a highly ranked leader, a general. It was because of Fal's heresy in this short that the position of Arbiter became a mark of shame. Its a curious detail and might as well try to coax out an answer out of the fine chap when there is the chance. :P
