Who says that they don't? There are plenty of games that make you make choices, moral and otherwise, whose consequences change the course of the game and your success in it. If you think that's not teaching people who play them, then you have a very limited sense of teaching.

(Although, I REALLY don't think that the judgement of whether something is art is whether it "civilizes" us. Some people, particualrly artists, would say just the opposite. It sounds like you are objecting to the lessons that games are teaching, rather than their ability to teach or not. By that standard, there's probably a lot of stuff that's considered art by many people that you don't think of as art.)

Almost word for word (except for the bit about interactivity) your arguments are EXACTLY the arguments made against novels in the 18th and early 19th centuries. Many people then thought that novels were a waste of time, immoral, non-educational, etc. (The equivalent of your "they do not teach us morally by the act of playing; a narrative offered outside the context of interactivity might do that, but if that's the case, why not just make a movie?" argument was, essentially, "novels don't teach us morally by the act of reading the narrative: there might be a lesson buried in there, but if that's the case, why not just read sermons?") Now almost everyone thinks that those people were wrong. And, it's not that novels have gotten better. The same novels they were criticizing as non-art, we now think of as classics.
