The Starhammer 'worked : instantaneously over any distance' - this seems critical for the rings, if : they're going to stand a chance at being effective. (If you're covering an : area with a radius of 25,000 light years, and you're limited to lightspeed : for the actual effects... it's gonna take a long time to do your work.) We know that the Forerunner did extensive research with flood samples-the gas mine is the best example of this
What if the forerunner were able to recreate that for the halos-one is activated, the blast instantaneously engulfs a sphere with a 25,000 LY radius, and relays an instantaneous signal to the other installations to fire (bringing us to the debate of whether one or all fire...)
