I suspect (see below) that infection forms, and : possible carriers as well, are not killed by the halos. However, combat : forms and up are killed, and other sentient life is made immune to : infection (possibly by a process like that of Boren's syndrome) and the : pureforms and combat forms are made immune to resurrection. Additionally, remember that you don't "kill" the Flood by starving them, you "stop" them by starving them. Basically, in other words, they are unstoppable. Thus, the only way you can stop them is to remove their goal from existence.
