I'm not quite sure, but is the Taliban even considered the official government of Afghanistan? If not, then the US isn't attacking the country per se, but rather a group within it, just as attacking Al-Qaeda was attacking a group operating in Afghanistan. If, on the other hand, the Taliban is the official government rather than merely an acting government, I agree that there should have been some sort of formal declaration of war. : There is no doubt that retaliatory attacks should have been carried out
I don't know too much about the connections between the Taliban and Al-Qaeda (Middle Eastern politics tends to give me a headache), but the reason cited by Bush for the attack on the Taliban was their refusal to "Close terrorist training camps. Hand over leaders of the Al Qaeda network. And return all foreign nationals, including American citizens, unjustly detained in their country." Much as I support the Taliban being removed from power, these were not the right reasons to do it; Bush was basically saying, "If you're not with us, you're against us." Much as I hate the callousness of the Taliban towards the citizens of Afghanistan, the mere fact that the Taliban didn't particularly care whether Osama bin Laden lives or dies isn't in itself any reason to target the Taliban along with Al-Qaeda. Of course, the Taliban very well might have attacked the US troops, but perhaps it would have been better to wait for that to happen, rather than preemptively attacking the Taliban merely because of their refusal to comply with the US's demands. That said, if there is a stronger connection between the Taliban and Al-Quada none of the above applies; as I said, Middle Eastern politics isn't my area of expertise. : I cannot believe that the US attacked a country that is 2nd last in
I don't think the Taliban was helping much in this regard; I sincerely doubt that there was one person in the Taliban government who actually cared at all about the people's well-being. : PS.
