I'm in agreement with much of what you and Wu said. I understand it's particularly unavoidable, and I'm aware that the current distribution is more like my Figure 3. My curves began with a perfect normalization just to show the characteristics of the transoformations I thought would occur. Basically, I think gameplay changes in the direction I propose would serve to further amplify those transformations.
In any case, the problem that lies here with mismatches is a result of accurately determining player skill, and not with the gameplay itself. This is the point I was trying to get at, I suppose.
The most obvious solution, to me, would be to keep track of a global rank across playlists; because it is true, when I hop into Big Team or something I don't often play, it's a cakewalk. With a proper global ranking system, I'd imagine matchmaking would benefit. In fact, this is such a simple solution, I'm curious as to why Bungie hasn't implemented it. No doubt they've thought about it.
If this system were to be properly implemented, the only problems that would persist would be with new account creation. It's certainly unavoidable and, I think, the biggest problem. It's pretty often that I'll run into guys in MLG playlists who have something like 500 games played and 498 games won; clearly a new account created to dong.
I think the question is: is the problem of new accounts significant enough to allow the gameplay to suffer (or, in better terms, keep the gameplay from reaching its potential)?
I guess I don't know the answer to that.
