We can see this in his lines in the above passage. His : immediate line of questioning to Cortana about HALO is solely concerned : about its offensive capability and how it can be used as a weapon against : the Covenant. When the response to this is instead about the origins of : the ring and what lies burried within it, the Chief's responses : immediately become half-hearted and confused. While I would mostly agree with you, I think you are reducing MC's mental abilities too far. Don't forget that he and the SPARTANS have worked without Cortana for years already: she is not a lynch pin in their operations. The SPARTANS as a group are tactically brilliant, as witnessed in FoR especially. Just read the opening pages of the book: coordinated assaults, pre-laid land mines, traps set for potential air attack, etc. That is not just random fortuitous events happening, it is well thought-out strategy. MC's role is different from Cortana's in that she sees the big picture and can run a tactical campaign from a world view; MC is the tactical genius when it comes to actually fighting. So, yes, while Cortana may be giving you objectves, MC(YOU) decides how to accomplish those tasks. Cortana may pop up and say, "go through that door" but she has a map, and you don't. MC and the SPARTANS are like scalpels, good for quick, precise, and guided cuts, but when it comes to the bigger jobs, get a saw like Cortana while the SPARTANS become its teeth.
