In real life, this is true. Men talk to women all the time without thinking about sex. But seeing a woman in print, on TV or a video game? Can't exactly have a conversation. The only thing you can do is look. Video games may be an exception, since your actions toward a female character can have consequences later on, but most often you're just an observer. This is why I think their reaction is appropriate.
