Somewhere after Master Chief : Bakes A Cake and Cortana's spin-off containing random minigames on a : nintendo platform... I can tell you right now that they were not rushed to make the script for the game. They didn't have a year to write the script and then make the game, they wrote a script first and then the team had a year to make the game. They could have worked on the script for months. Another thing I might mention is that contrary to what you might think, money is not at the top of Bungie's list of reasons they make games. They make games to make their fans happy (which is exactly what ODST was.... pure fan service). Bungie does not put a price tag on the game, that is Microsoft's job. So if you want to blame someone for the high price tag, blame them, not bungie.
