I've noticed the "common knowledge" explanation on the matter of the brutes being in ODST, and killing elites is that they brutes came in Regret 's carrier, and later when he retreated, he ordered them to kill the remaining Elites for reasons unknown. However, I don't think it's that simple. Many find it hard to believe that brutes actually arrived after/during Regret jumped, but I strongly prefer this explanation. It also explains why they killed the elites; Truth had secretly sent them to clean up the mess after Regret left, and ordered them to kill any elites because he didn't want his final plans (the separation of Elites from the Covenant) to be revealed to the rest of the forces, and most importantly, didn't want his sacred relic - the Portal - to be "desecrated" by a species he had already deemed heretic. Btw, i'm basing most of this stuff to this: http://www.bungie.net/News/content.aspx?type=topnews&cid=16989 (can't believe how many times i've linked that already, but just in case someone hasn't seen it) Now it would seem impossible that the brutes would insert so quickly after Regret slips away. The Brutes being on the ground already, left behind by Regret, makes more sense, right? Analyzing this more closely, maybe not. Or yes and no. Notice the phantoms arriving in the intro of Tayari Plaza? And the fact there are no Covenant on the ground until the phantom drops them off? Now, if Regret was leaving, with all of his forces massing into the Carrier, where would the phantoms come from? Time-wise, the first phantom flies over Buck almost exactly a minute and half after the slispace rupture. In that time, it's entirely possible for a Covenant ship to slip in and deploy Phantoms to the city. Especially when the Covenant can exit Slispace in atmosphere. With a crew ready for battle, unlike Regret's forces were, it's feasible. They might've even exited just before Regret jumped, just so far away we can't see them. Plus, the cinematic might be fast-forwarding a bit, in the transition from Super's view observing the pod to the regular cinematic. What if Buck was unconscious for a little more time (not much, maybe couple of minutes)? Some of the brutes might've been there already; as seen in Sadie's story. But it was the Brute reinforcements who started the killing of the elites, and the brutes already in the city gladly joined it.
