I agree with what you say, but I don't think this behaviour is anything new. I definitely seemed to notice quite a bit of it during the time Halo 3 was in development. My personal opinion is that the entire process should be a bit more transparent and the community should be kept up to date on what announced features are still to be in the game and which are due to be scrapped.
