Actually, it was whoever was the Spartan (spartans got red reticule before elites did at the same distance), or whoever was host. The clash makes it possible to wins sword battles versus the host.

Weapons in real life and in Halo have always had a random spread. Halo 2's BR had a random spread, but was hitscan. Halo 3 has random spread but has actual bullet travel. This is moot since the first bullet in the shot always goes exactly where you are aiming, and only that one bullet is needed to kill in SWAT.

Yeah, that's why you need to carry two weapons and use teamwork. Not every weapon should be able to win a game on it's own. The Halo 1 pistol had been ramped up for use against campaing elites and Bungie didn't have the time to rebalance it. The Halo 1 PR was slow but had stun, and the Halo 1 PP had stun and could shoot fast (and also had a spread).

Actually, the lack of a 10x scope makes it harder to use against distant infantry. Only the sniper rifle has a deep scope level, and that's because it's anti-infanty.

And currently in matchmaking, Rat's Nest is the only map where it really shows up (it's on Sandtrap, but nobody ever uses it and it's easily avoided)

This happens in other games. Spawn systems are not a solved problem yet.

They aren't but they are not on every map so we can't start with them so it's a moot point.

It can and does happen. Hell, I already get frame drops by myself on certain maps. Throw the flame effect in there and the 360 has a good chance of hardlocking.
