I publicly pondered a little while back that maybe Bungie would give out flaming helmets now in place of recon and someone (don't remember, sorry) said they found out in the beta that having more than a few people with flames on a map at a time made things slow down quite a bit. If they come up with a more efficient fire algorithm or it runs on more powerful hardware they might include more of it but I'm not sure of the canon status of the fire grenades, although it's multiplayer so who really cares?
