I think you're playing a different game than I am -- while I've seen the Brutes wander out of the bubble shields once deployed, I can't count the number of times they've deployed some form of cover as I've got a grenade flying through the air at them, or am blasting them with the FRG. For me, the AI seems all the better for their use of equipment.
And as for wandering out of the shield -- how often do *you* stay inside the shield the entire time, once deployed? I usually use it for quick relief from an onslaught, only to pop in and out almost immediately and continue fighting.

I've felt that frustration a bit, surely, though it's never happened to me in the heat of battle. Just a matter of time for that, I guess.
And sure, we didn't complain about the instant effect of the H1 gizmos. We didn't know any different and the game worked magically. This is something new, a different option. Personally, I love it and use the equipment all the time. Radar Jammers and the Flare seem ineffectual in campaign, but they're a great addition to multiplayer and it's exhilarating to have them used against you by the AI.

Meh -- it made H2 multiplayer less than great, which Bungie has acknowledged time and again. But "feature creep"? I guess I don't understand the difference between that and wishing H3 was a clone of H1 with a different storyline. I'm sure there are people who feel that way (and you seem like as good a candidate as any to be one of them), but that's not what the lion's share of the Halo community wants. New, interesting innovations in the way we can play this game are excellent, as far as I'm concerned. We don't *have* to use them, as many have pointed out.

It takes some getting used to, to be sure. And not everyone will like it, no matter how proficient they get at controlling the options. Still, "feature creep" doesn't sit right with me, for the reasons I mentioned above.
